## Who David Viney Is

David Viney is a Fractional CIO, AI transformation consultant, board trustee, and practitioner scholar based in the UK. He has 30+ years of enterprise technology leadership across WPP (where he built WPP Open, an industry-first agentic AI platform), Heathrow Airport, Arup, BSI, and the BBC.

He is professionally qualified as both a Chartered IT Professional (CITP, BCS) and a Chartered Accountant (ACA, ICAEW) — a rare combination that shapes how he bridges technology strategy and financial governance.

He serves as Treasurer and Finance & Governance Committee Chair at Article 19, the international human rights organisation focused on freedom of expression, and as a trustee of the Inspiring Leadership Foundation (ILF). He sits on the AIGAS (AI Governance Standards) advisory board.

David is the creator of the **J-Curve of Change** — a practitioner framework for managing organisational performance during technology-driven transformation, first published in 2005. The framework has been cited by the Tony Blair Institute, Pender Fund, DSIT Technology Adoption Review, and 72+ other academic and practitioner sources.

He has extended this into the **AI J-Curve** (2026), which identifies three novel differentiators specific to AI transformation: the Simultaneously Within/Across Problem, Functional Boundary Dissolution, and the Inverted Training Problem.
